Just had BSC Bend fix this for me, Roland was the tech and he explained to me there is no standardization on the wiring of the toad and the electrical cable that connects the Toad. He ohmed the cable and toad and found the wires mis matched and rewired the toad correctly.  I would not step up the amperage of the fuse without knowing the wire's rating, recipe for further problems.

You were wise not to change to a larger fuse without determining where the problem was first.  It is hard to believe that there is not an accepted color code for the 6 and 7 wire trailer connectors, but I too discovered there is not by assuming there was.  I'm glad it all worked out for you.
